CERTIFICATION OPERATIONS

Substance Abuse Professional

The Substance Abuse Professional (SAP) is a specific designation, established and required by the federal Department of Transportation (DOT) under 49 CFR Part 40. 

 

49 CFR Part 40 implements the Omnibus Transportation Employee Testing Act of 1991, which covers the more than 12 million employees and contracted service providers in safety sensitive transportation positions.  As a result of this law, DOT agencies established drug and alcohol testing regulations to ensure that aircraft, trains, trucks, buses, and commercial maritime vessels operate in a safe and responsible manner. 

 

In the event of an accident, all covered employees are required to submit to mandatory alcohol and drug testing.  If the toxicology report is positive for alcohol and/or other illegal drugs, the covered employee must be offered alcohol and drug treatment from a qualified Substance Abuse Professional (SAP). 

 

The role of the SAP is to provide an evaluation of the covered employees alcohol and/or illegal drug use, make recommendations regarding need for additional treatment, and verify successful completion of treatment recommendations prior to being considered for return to duty in a DOT safety-sensitive position. 

 

The FCB is an approved provider for the Substance Abuse Professional credential.
